Charmagne G. Beckett, MD MPH

US Navy CAPT/0-6 (retired) - Clinical Research Physician

After learning our Command and various on-going projects, CAPT Marter’s performance met or exceeded expectations. She displayed exceptional, compassoniate leadership during a period of tragic events (active shooter leading to critical injuries and death of a Servicemember), especially as a new arrival to our work environment and local area. Her background training as a nurse allowed her to understand the impacts of trauma and supports needed.

Paulette Cazares

CAPT/O-6 - Psychiatrist/Faculty

CAPT Marter and I served as research colleagues and leaders within Navy medicine and military Women’s Health communities. I observed her lead large groups of highly educated researchers and academics, and advance and complete nationally recognized projects and initiatives. I always observed her to be exceedingly competent, friendly & approachable, focused on equity, and with a leadership style that was balanced(both mission focused and humanely fair).

Dawnkimberly Hopkins

PhD, WHNP-BC

I rank CAPT Marter in the top 5% of all colleagues, mentors, Sailors, Soldiers and Airmen whomI have served with. I modeled my work ethics and many of my clinical and scientific practices after CAPT Marter. I have leaned heavily on her prowess as a leader, military member, scientist, and nursing professional because of her strong history of honesty, reliability, and consistency in behavior. Her ability to stay calm and pleasant amid chaos and confusion has always been exceptionally impressive.

Amy M. Howlett

civilian RN, ICU

Abbie is a very conscientious person, and put effort into doing her best to be ready for work, studying outside of work, and spoke about her patient population with respect. Abbie was held in high regard by peers at the hospital. I can easily rank Abbie at the top of medical professionals with whom I have served. She was always dependable, friendly and accommodating to her peers, if she was going to do something it was going to be done to her best ability, and she was proud to be a Navy Nurse Corps Officer.

Bonnie Mowinski Jennings

Colonel (US Army, retired)

In my experience, CAPT Marter has high ethical standards that underpin her integrity, honesty, and truthfulness. In a professional phone call prior to her departure for Peru, she reflected a habit of mine to me. I was oblivious of this habit and it was important for me to note and correct. CAPT Marter brought it to my attention in a straight forward yet kind, gentle, and sincere way. She did not have to mention the habit, yet her care and concern about people in her sphere, and her desire to maintain open, honest, and truthful, communication, set the stage for her to provide me important feedback.

John M. Leconte

GS-14 - Naval Medical Research Command

CAPT Marter performed exceedingly well in those positions from my perspective. At NMRC, I interacted with CAPT Marter very often, sometimes multiple times a week. I observed her communications via emails almost daily. The NMRC Deputy Commander position is a demanding role. She is always engaged and leading forward. She asks questions to better understand a situation before making a decision. She values simplicity of operation which is a refreshing trait to observe from a leader.
